LATEST COVID-19 DEVELOPMENTS:

* Thousands of stranded Victorians will be able to return home following the easing of border restrictions with the NSW Blue Mountains, Wollongong and parts of Sydney.

* Premier Daniel Andrews says 25 of Sydney's 35 local government areas have been downgraded from "red" to "orange" zones.

* Victoria recorded a 12th consecutive day without a local virus case on Monday, although a tennis player and three staff members have now tested positive in hotel quarantine.

* A total of 72 players in Melbourne for the Australian Open are isolating in hotel rooms after three incoming charter flights were linked to the positive cases.

* A nurse and a police officer working at a medi-hotel in Melbourne's CBD tested negative after initially returning "weak positive" results.

* Scores of Victorian offices returned to work on Monday after being home-bound for more than nine months.

* The state has now gone 11 days without a new local COVID-19 case, with one infection recorded in an overseas traveller from Brazil who was already in hotel quarantine.

* Premier Steven Marshall says opening South Australia's borders to Sydneysiders is still "some time off", with the state government unwilling to do anything to put locals at risk.

* Tasmania has eased its border restrictions to allow travel from Greater Brisbane but those arriving must undertake quarantine.

AUSTRALIAN CORONAVIRUS NUMBERS:

* There were 13 new virus cases recorded in Australia on Monday: eight in NSW, four in Victoria, one in Queensland. All were diagnosed in hotel quarantine.

* The national death toll is 909: Victoria 820, NSW 56, Tasmania 13, WA 9, Queensland 6, SA 4, ACT 3. (Two Queensland residents who died in NSW have been included in the official tolls of both states).

GLOBAL CORONAVIRUS NUMBERS:

* Cases: at least 95,042,000

* Deaths: at least 2,030,000

* Recovered: at least 52,318,000.
