Why Prime Minister Scott Morrison must find balance with China relationship

The Chinese have a very strong sense of history, which is fitting for a country that embraces so much of it. Conversations in China about modern politics are often very quickly referenced by perceived historic slights and grievances, some many centuries old. The targets are varied: Mongol hordes, greedy European traders, colonising Brits, aggressive Japanese, dominating Russians, imperialist Americans. China’s remarkable emergence as a superpower in such a relatively short period since Mao’s Long March in 1934 and Deng Xiaoping’s opening up of the economy through the 1980s reinforces the perception of a sleeping giant awakening. And now America, threatened by the economic power of the new China — and by what that might mean militarily — is openly trying to contain its expansion. It was against this backdrop that Australian Prime Minister Scott Morrison accepted the blandishments of US President Donald Trump during a State visit that is about way more than our long relationship with the Americans. While the Prime Minister is playing a fairly straight bat in his own comments, calling on both sides to “come together” and “resolve the issues they have before them”, Trump used Morrison’s presence to further his war of words with the Chinese. Morrison was with Trump last Friday when the President referred to China as “a threat to the world” and boasted how he was damaging its economy. “They’ve had a very rough year, they’ve had a very, very bad year, worst in 57 years, and they’re losing a lot of jobs, their supply chain is breaking,” Trump said. Trump has his own good reasons for pursuing a trade war with China — but we don’t necessarily share them. However, we do suffer collateral damage. While the Chinese will go back many centuries in the blink of an eye to argue a contemporary political case, we would be wise just to look to very recent history when deciphering our current problems with them. Former president Barack Obama won a Nobel peace prize in 2009 for making an ineffectual speech in Cairo which was seen as an olive branch to Muslims. It had no lingering effect, but his bellicose pivot to Asia policy, which started that year, has had dramatic ramifications and is often overlooked when China’s forceful expansion into the South China Sea is examined. Many credible commentators see the Obama pivot’s attempt to “rebalance” America’s influence in Asia as his greatest foreign policy failure, which is saying something. If it was meant to provoke China, it was a howling success. If it wasn’t, there was little diplomacy to support it. Australia’s associated acceptance of US Marines stationed in the Northern Territory was always going to be seen negatively by China. The Gillard Labor government’s agreement came at the same time as the US was pushing for the home porting of submarines at HMAS Stirling, was musing about access to the Cocos Islands and generally entangling Australia in the pivot strategy. After Trump won the presidential election and killed off the only bit of the policy with any chance of success, the Trans-Pacific Partnership, it didn’t have a feather to fly. As the Obama-friendly editorial panel of The Washington Post concluded at the end of his term: “Even with the TPP, the next president would face an increasingly aggressive China attempting to establish dominion over most of the South China Sea and an increasingly dangerous North Korea building nuclear warheads and missiles capable of reaching the US homeland. “For all its ambition and incremental achievements, an Asia policy that leaves behind that much trouble will be hard to regard as a success.” Faced with this partial vacuum of American influence in our region — and Trump’s bombast and mendacity — the Morrison Government needs to tread warily, but confidently. China will never be the friend to Australia that America has been — and is. But our economic wellbeing is intertwined with China’s, especially in Western Australia. This does not mean we excuse China for its rampant expansionism, cyber crimes, interference in our politics, domestic human rights abuses or anything else that offends our values or interests. It just means we progress a mature dialogue with Beijing that seeks a peaceful and prosperous regional co-habitation. Morrison’s Chicago speech was a good start. Following the Trump visit, Morrison needs to find a way to get to China quickly and put more effort into nurturing what will always be a difficult relationship.
