Collie’s State Government-owned coal-fired power stations to close by end of this decade

Collie’s State-owned coal-fired power stations will shut by the end of the decade, starting the countdown for what the McGowan Government is billing as a transformation of the century-old coal mining town into a green manufacturing powerhouse. Premier Mark McGowan and Energy Minister Bill Johnston travelled to Collie to make the major announcement on Tuesday, setting the clock ticking on around 1200 blue collar jobs linked to coal mining and power generation. As was previously announced in 2019, Muja Power Station C’s Unit 5 will close later this year with Unit 6 to cease generation in 2024. It was on Tuesday confirmed Collie Power Station will close in late 2027, before the last remaining Muja D generators are shut in late 2029. The future of privately-owned Bluewaters Power Station is also in doubt after Mr Johnston conceded he expected Synergy would cease purchasing electricity from the plant when the current contract expires. Mr McGowan said removing the aging coal stations from the South West Interconnected System was forecast to save the average West Australian household more than $1200 in additional annual power bills by 2030. That is because a massive influx of rooftop solar had reduced reliance on coal, forcing the power stations to offload excess power at a loss and ramp energy production up and down in line with demand – contributing to big increase in maintenance costs. To replace the lost capacity the McGowan Government is planning to invest $3.8 billion in green electricity infrastructure over the next decade – including wind farms and 4000 megawatt hours of storage in the form of batteries and pumped hydro. The McGowan Government has pledged to keep increases to energy bills at or below inflation until 2025. But the Premier could not say what impact the huge new expenditure – labelled the “largest infrastructure program in WA since Metronet” – would have on households in the second half of the decade. To soften the blow for Collie, Mr McGowan also unveiled nearly $550 million in additional investment to help the regional centre pivot away from its reliance on the coal mining and power generation – taking the total poured into the town’s transition the to more than $662 million. That includes $300 million to immediately decommission the two government-owned power stations when they shut – providing a pipeline of work for tradies – and $200 million to attract major new industries such as battery and wind turbine manufacturing, hydrogen and green steel and cement. Mr McGowan said coal was “increasingly becoming a less viable power source” in WA and that shutting the two state-owned plants would reduce government carbon emissions on the SWIS by 80 per cent. But he insisted the town of Collie could look forward to a “long-term viable and prosperous future”. “We owe it to Collie, they have done a lot for the State over the last 130 years,” Mr McGowan said. The government has also committed to not commissioning any new gas-fired power stations beyond 2030 - although the emissions-intensive electricity generators loom as the obvious backup should ambitious plans for pumped hydro and battery storage fail to materialise. Former Labor MP Mick Murray – who retired at the 2021 election after more than two decades representing Collie-Preston – said the timeline had come as a shock to the town, where it had been widely anticipated coal would not be phased out until the mid-2030s. He said having firm dates for the closures meant Collie residents would begin planning their futures and the town risked an exodus of locals if they did not feel confident in their job prospects moving forward. “The government’s got to not only put out press releases – they’ve got to do something on the ground,” Mr Murray said. “It’s up to the government to step in and play a major role in getting Collie through this. “As the unions have been saying, we’re ready to change but we want something like for like – you can’t offer someone a job at the aged care centre for 23 bucks an hour after being in the mining industry.” Australian Manufacturing Workers Union state secretary Steve McCartney said the government’s transition plan for Collie left more questions than answers. “The town of Collie was promised a transition into a new industry. The only thing our members know today is that their jobs are going to disappear,” Mr McCartney said. “Off the back of the closure timelines outlined today, we now know we don’t have much time to ensure a viable long-term industry is built and ready for the workers to transition to, so we need to act fast. “The town has had a nice fresh coat of paint but that won’t mean anything if workers can’t afford to live there. They need more than just redundancies, they need jobs.” Collie Shire President Sarah Stanley was more upbeat, highlighting the town already had much of the electricity infrastructure required to host energy-intensive manufacturing industries of the kind being targeted by the McGowan Government. She said it was vital the town quickly secured “major industrial developments” that would provide high-quality blue collar jobs replacing those that would be lost from as early as the end of 2022. “Those workers need some surety that there is a job waiting for them, so that they are able to continue working at the mines or the power stations for as long as they’re needed there,” Ms Stanley said. To replace the baseload capacity that will be lost, the government is planning to add 4000 megawatt hours of storage over the next decade. Around one fifth – 800 megawatt hours – would come in the form of pumped hydro, with Mr Johnston revealing Synergy was investigating a number of options around the Collie area. “There are a range of prospects for pumped hydro in this area. Some are proposing the use of coal mine voids and others use other alternatives,” Mr Johnston said. “Synergy will examine all of those and come up with the right approach. We would expect it to take a couple of years to resolve which project we want to look at, a few years after that for any necessary environmental approvals and then two or three years of construction. “So that gives you a timeline of six or seven years for the delivery of a pumped hydro project. So we have a realistic expectation of the way that would work.” “The whole plan has over 4000 megawatt hours of storage so there is room in this plan for traditional batteries, pumped hydro and perhaps other technologies if they can prove themselves to be financially viable. WA Liberal leader and shadow energy minister David Honey said more detail was required before West Australians could be confident of avoiding mass blackouts in future years. “The concern with their announcement around Collie is whether they can continue to deliver stable power supplies for the people of Western Australia once the Collie coal fired power stations are closed,” Mr Honey said. “Those power stations, obviously, don’t run all of the time but they provide critical power when the system is under peak load conditions, and they are called upon. “Particularly at the height of summer, when we have heat waves, and a lot of people have cooling on in their houses.” The Australian Energy Market Operator (AEMO) welcomed the announcement, saying the early advice about the closure of the Collie plants would allow new investment in replacement capacity in the grid to proceed with confidence. Chamber of Commerce and Industry (WA) chief economist Aaron Morey said businesses understood the need to mitigate climate change but that it was important the electricity grid remained stable throughout the transition. “It is critical for the competitiveness of local industry that reliability is not compromised in favour of other priorities,” Mr Morey said. Conservation Council of WA executive director Maggie Wood said WA was the only state to record an increase in greenhouse gas emissions since 2005, up by 21 per cent over that period. “It would have been irresponsible and unsustainable to artificially extend the life of the Collie facilities and this is the correct move by the state government – not only for environmental reasons, but in committing to a managed transition for workers in the fossil fuel industry,” Ms Wood said. “Renewables are actively displacing fossil fuel generation by virtue of the clean, low-cost energy they produce. Fossil fuels simply cannot compete.”
